Default future continuous/future perfect, little+adj

Hi,

I would like to know if this sentence can gramatically be built in the two forms of the future mentioned in the title:

I sincerely hope they will have finished / will be finishing the building work by the end of next month

Another question: is it possible to use little+adj in a sentence such as:

he is a little rich

2a. He is a little rich. (He is not very rich).
2b. He is a little too rich. (He's very rich)

2b. This cake is/tastes a little rich.
