If Mark Twain wrote this he was paraphrasing Pascal, who - in Lettres Provinciales said more or less the same.
The point is that a first draft includes digressions, repetitions, unnecessarily complex structure, irrelevant detail... and lots of other stuff that bumps up the word count. Editing that stuff out takes time.
