Below is an excerpt of an FAQ:-

"The programme is for individuals only as it is at pre-seed stage. Conditions include, minimum two applicants, Malaysian nationality aged 21 years and above"


I think it's simpler:-
Malaysian aged 21-year and above.


Am I get the correct concept?

The way it was originally written is fine except that I would put a comma after nationality.
