I have a little doubt as for "to give tours". Is it saying someone offers visits around a place? In this case, as indicated below, a cemetery.

Or better that someone just walks around that place?

Paragraph where found is as follows:

"This is the tomb that moves me most of all" --says BB, a white-haired man who gives tours of Père-Lachaise, as he stands beside the memorial to E.M."

To give visitors a tour / tours is correctly used and it means to coordinate tours for a group of visitors.
