1) These veterans, many of whom had lost jobs and families and talked about how they should have died in the war - at least their wives would get a pension - were on the prowl for money or pretty girls, and to get drunk and to raise Pluto.
My question is what "to raise Pluto" means, pls help.

What does it mean? He couldn't pay attention to anything else but the weekly sermons? and couldn't hear anything else but the sermons??
It seems to me a euphemism for "raising hell/raising merry hell" = the men are getting drunk and making trouble for the fun of it.
Pluto was the god of the underworld. The underworld has become regarded as "Hell".
