Please check my comprehention.
1. The evidence is really not as strong as people think.
==>The evidence is not as strong as people think. The statement is true.


2. The evidence is not really as strong as people think.
==>The evidence is as strong as people think. Part of this statement is true.


Is that correct?

I agree. For 2), you could say 'This statement is partly true.'

I think one has to be very careful making too much of the position of "really" or "not". I don't find much difference in the two sentences. In both cases, the speaker is questioning the strength of the evidence.
