I believe it's mainly UK and offensive.
Is it common though eg. when you talk with good friends about a third person, or when you say "bugger it!" ?

It's common in BE. I wouldn't actually say it is offensive any more. It's a bit stronger than 'bloody', but not taboo. The phrasal verb 'bugger up' is very common too.

It seems to be a Japanese word, too. When I said it once, my students - who also study Japanese - said 'Oh! You can speak Japanese!' ;)
