    Unhappy no worse than

    I have a question about the phrase "no worse than".

    Your idea is no worse than mine. In fact it is slightly better.

    If your idea is no worse than mine, can we say that it is slightly better?

    Saying it is "no worse" doesn't mean it's better. They could be equal in merit.
