We often use "心理素质差”in chinese language, it means when we do something, the result always turns out to be not as good as we actually can get because we are not very confident or too nervous or some other reasons relating to psychology. How to tranlate this word into english? psychological disabled? Thank you!

Your Chinese phrase translates as 'psychological-character, quality-substandard, poor'. Do you agree?
So the English translation would be psychological weakness, psychological problem, psychological defect.
Yet what you describe in English doesn't sound very serious. Many people have those problems, at least to some degree.
What degree of abnormality does your Chinese term suggest to you?
I think the term 'psychologically disabled' is probably too strong. A psychologically disabled person is very abnormal, having very serious psychological problems.
