this is them or this is they

"Oh, here they are!"
"Oh, these are the ones we're looking for!"

I would only like to add my own experience:
Both them and they can be used but with different verb suffix:
1. It is them who is coming. (more common)
2. It is they who are coming. (high English)
Just for another example:
1. It is me who is to blame.
2. It is I who am to blame.
Both of the senteces mean pretty much the same, but the second ones refer to a higher standard of speaking English.
