It is not clear whether subsidies to employment creat many net new jobs. Instead of increasing total employment, frims may simply subsidised ones, or
hire subsidised workers whom they would have hired even in the absence of the subsidy(the dead-weight effect) I don't get it.
Firm
take-up is partly a function of how much information is made available to employers about the subsidy and how easy
it is to claim.

What does 'additional' mean?
additional - in a perfect world subsidised employment means additional workers get employed, the cost gets split between employer and government be it city, county ... The incentive of lower labor cost to the employer triggers the extra jobs.
I hire 50 men @ 100/week versus I hire 150 men - 50 @100/week and 50 @ 50/week (someone else will make up the diffrence). I can increase my production 100% while increasing my labor cost 50% and 100 additional workers receive regular wages.
There is always the danger that companies do not present their actual business plan when applying for subsidies and so hiring not actual additional labor but using the subsidy system to their advantage.

==> I have been to Canada.
4. David is no matter, so don't worried him. (Not OK)
==> David is OK. You don't have to worry about him.
==> David doesn't matter. You don't have to worry about him.
==> David is of no concern to me, so there is no need for you to worry about him.
