What does 'additional' mean?

additional - in a perfect world subsidised employment means additional workers get employed, the cost gets split between employer and government be it city, county ... The incentive of lower labor cost to the employer triggers the extra jobs.
I hire 50 men @ 100/week versus I hire 150 men - 50 @100/week and 50 @ 50/week (someone else will make up the diffrence). I can increase my production 100% while increasing my labor cost 50% and 100 additional workers receive regular wages.
There is always the danger that companies do not present their actual business plan when applying for subsidies and so hiring not actual additional labor but using the subsidy system to their advantage.
