Does the above phrase make sense to you? If not, how would you word it?
It's a prevalent slogan in Formosa now whose aim is for Taiwan to go back to U.N. and become a regular member again.

Actually this is a very good question.
The preposition "FOR" can be interpreted in different ways, so I wouldn't even know what it means if I didn't know the situation there.

It means 'U. N. membership for Taiwan' (Taiwan should become a member of the U. N.)

Yes, it does, A. It reads like a headline, which could mean,
UN in favor of Taiwan
Probably some others too.

Theoretically, without context, it could mean other things such as U. N. supports Taiwan. But with the context angliholic gave, it doesn't mean that and ?her question was "Does it imply other meanings....?" To me, it doesn't imply any other meanings.

I didn't post this as a direct refutation of what you said, 2006, and I apologise if it seemed offensive. I could have worded it better to have avoided any such implication.
