Default proper use of distribution via email

I am sending copies of a business letter to 3 people via email. What is the proper way to reference this in the business letter:

cc (via email): Person 1, Person 2, Person 3 ?

or

cc (via email): Person1's email address, Person 2's email...etc

Usually email has a "copy to" section in the form of the email so it is not necessary to put it into the body of the actual email letter.

If you say that these addresses are blocked then for some reason I don't see the necessity for including them in the body of the email as they are presumably blocked for a reason

So...unless there is agreement otherwise I would just do it like this if it was a formal document.

cc: Mr. John Doe, his title and company
Ms. Mary Brown, her title and company
