Is "blue" movie adult movie?
Can this "blue" be used to describe a person?
For example,
when a person is extra interested in sex,
can I say "You're so blue"?
Or there are other adjectives to it?

And...err...do other colors have other implications in English?

(We use "yellow" instead of "blue" to refer to adult movie in Chinese...)

'blue' in that context means lewd. It refers to things (i.e. movies, laws) but not to people.

Onelives and learns. However, it's a strange colour to choose for laws enforced by brutality.
