A1)such a level of person has been asked like this means ..............its not appreciable.
B1)such a level of person, asked like this means ..............its not appreciable.
Does B1 convey the same meaning as A1?
A2)All the people informed of this???
B2)Have all the people been informed of this?
C2)Are all the people informed of this?
First of all, in spoken form, is A2 proper?And does A2 ,B2 and C2 convey the same meaning?

The sentences do not make a great deal of sense. However, B1 requires a second comma after "this" to become grammatical, and could make sense.

Not correctly. It might be heard as a form of verbal shorthand. B2 and C2 convey the same meaning.

So do you mean to say that if i put the comment after this, both of them will convey the same meaning?
If they convey the same meaning, how do we differentiate the following two sentences in spoken language.
A1)such a level of person, asked like this, means ..............it's not appreciable.(Here the person has been asked)
A2)such a level of person asked like this, means ..............it's not appreciable.(Here the person has asked somebody)

The problem is that neither sentence makes sense.
What is meant by "Such a level of person"? And what are the dots in the middle of the sentence? Do they indicate omitted text?
Can you rephrase the sentences?
