If they convey the same meaning, how do we differentiate the following two sentences in spoken language.

A1)such a level of person, asked like this, means ..............it's not appreciable.(Here the person has been asked)

A2)such a level of person asked like this, means ..............it's not appreciable.(Here the person has asked somebody)

The problem is that neither sentence makes sense.

What is meant by "Such a level of person"? And what are the dots in the middle of the sentence? Do they indicate omitted text?
