Default seem to be.... or seem...

Hello teachers! Could you please tell me what the difference between the two sentences below is? Thank you.
1) He seems happy.
2) He seems to be happy.
P.S: and when do you use "seem+adj"? When do you use "seem to be +adj"?

He seems happy = he seems contented

He seems to be happy about a situation:

He seems to be happy although he didn`t pass his latest exam.
