Smile suggest

Is it OK to say ' I suggest to him to enlarge...' ? Can we use 'to' infinitive after suggest? If so, in which occassion?

I don't think there is anything grammatically wrong with your 'sentence', but it is awkward. Most native speakers would say, 'I suggest that he enlarge....'.
