Default to come to a pretty poor pass

What is the meaning of the phrase "come to a pretty poor pass" and how could I paraphrase it?

(Context: It's come to a pretty poor pass when the US is prepared to investigate and prosecute on bribery and corruption - and our Labour government is ducking and diving. )
