Default Rephrase, please! Urgent!

"The principal made what appeared to be a judicious decision."

Could anyone rephrase the meaning of the sentence above?

Is "made what appeared to" a phrase? If so what does its meaning exactly?

what appeared to be is an adverbial phrase. Made is the verb of the sentence. This phrase means that the decision seemed to be wise/fair but it really wasn't.

On the surface the principle made a judicious decision.
