Could anyone rephrase the meaning of the sentence above?
Is "made what appeared to" a phrase? If so what does its meaning exactly?
Thanks in advance?

what appeared to be is an adverbial phrase.
Made is the verb of the sentence. This phrase means that the decision seemed to be wise/fair but it really wasn't.
On the surface the principle made a judicious decision.
