Default The Stars look down

Dear teachers,

After the expression "The Stars are blind" another title attracted my attention. The Cronin's novel "The Stars look down" is an earnest and sincere endeavor to find an answer to the most harrowing question of the time. Labor and Capital, politics and economics, debates in Parliament and strikes in coal mines, education and marriage- and many other things besides-are dwelt upon with discernment born out of ample and various experience. Unfortunately from the very beginning I couldn't find answer of the many question. The matter of interest to me is the essence of the substantive "The Stars". Do they are animate or inanimate objects? And from the second hand, in regard to this, does there is really an idiomatic relation between the Stars and look down. Does there is used the idiomatic meaning of the look down on = look down one's nose at = regard with contempt or condescension, consider oneself superior to.

Should you help me?

The stars are in the sky - they look down towards the earth and see all that is happening.

Cronin is using them as a symbol of detachment and observation. I suspect he took the phrase from a poem, but I have not been able to establish which one.
