First of all this must be British English since Americans only know one kind of football.
Also the "-our" words (colour)
So I think a cracker here means a small explosive toy called a fire cracker here. Although I have never seen these thrown at a football game. It would be the quickest way to end up explaining yourself to the police nowadays.
