Is it true that the word "Quite" has two meanings depending on the accent where heavy accent means completely and light accent nearly completely?

Well, according to one english book the only difference between for example: The cinema was quite full and The cinema was QUITE full is in the accent. I've just never heard about it and I wonder what would a native english speaker think about it.

As with so much English, subtle changes can be expressed by the stress on a word. So yes, "The cinema is quite full" says it is not totally filled up, whereas "The cinema is quite full" says there are no more seats.
