    Default let me be clear

    Hello everyone.
    I'd like to ask about the meaning of the phrase 'let me be clear.'

    One of the kids, well, he went and panicked. Now, let me be clear, Annabella. We don't skimp on tellin' folks how to deal with the green death 'round here.

    Does 'let me be clear' mean 'let me be frank' i.e. I'll be frank with you? Or does the phrase mean "I'm going to say things in as simple manner as possible?"
