I am not sure what you mean by Irish derivation but a smooth talker has the
"gift of the gab".
"blarney" also comes under the definition of flattering, smooth talker.
Sometimes, in North America, a smooth talker is referred to as having a "silver throat". Definitely they are called "sweet talkers" as their words sound sweet to the ears of a receptive person.
