Cool Bully versus bullied

Please, what is the meaning or "bully versus bullied" expression?

Usually as a phrase it means comparing bullies with people who are bullied.

Well, it means that they are put in juxtaposition, or are compared.
It doesn't really suggest a change in order, but it might suggest some sort of conflict, as in: It was the bullies versus the bullied, and as is often the case, the bullied managed to come out on top.

A phrase suggesting a change in order would be:
Now, the bullies have become the bullied
