I think there is only one phrase here. It's just two different grammatical forms of the same phrase.
He attributes his poverty to his parents.
He didn't want to work hard, attributing his poverty to his parents.
In other words, you use "attributing to" not as a main verb, but as an adverbial phrase of modification.
