Usually it is an insult. It means that a person thinks that he is so perfect and so wonderful that an education would be a waste of his time.

I am not sure enough, but I think this sentence is about special young people. It is very clear if you read "The Catcher in the Rye", by J.D. Salinger. Holden Caulfield was "too cool for school".
