    It depends on the context of the sentence.

    It can mean "to hire a worker"

    The farmer takes on migrant workers every summer to harvest his crop.

    It can mean "to assume, attempt"

    The new engineer took on a task far beyond his abilities.

    In slang terms it can mean "to challenge to a fight"

    "You are going to take
    me on!! C'mon boy let's see what you got!"

    So as you can see, it is important to tell us the context of the sentence before asking what a phrase means.
