It's important to make a timely offer when a company goes public, because a few days too early or too late and the whole thing can crash and burn. Timeliness is everything.

The noun "timeliness" just expresses the adjective "timely" as a thing, a quality.

John was known for his timeliness.

There's no single tool (eg. like a watch) to measure timeliness. Say you want to ask something to your boss, like a pay raise. You would certainly try and pick the right time to ask him. If he's busy, or mad, or you've just made a blunder in your work, you might want to wait. Indeed, it's better to make a timely request -- that is, at the right time. As you see there's no way to measure how right the time is; it totally depends on the situation.
