cool exists when cool exhibits.

cool = adjective: fashionable and attractive at the time; often skilled or socially adept (Example: "He's a cool dude")

ok...this is advertising jargon.

What it essentially means is that in order to be cool (to be fashionable, modern or "with it") you must act cool. So you must look fashionable, modern or act the part in order to be recognized as such.
