Default correct use of phrase: "in regard to"

Should "regard" always be singular - "with regard to" or "in regard to"

for example:

"The landscape of our business continues to change with regard"s" to integrated marketing."

Default Re: correct use of phrase: "in regard to"

In this context, always in the singular. However you may also hear people say 'as regards' by which they mean 'as it concerns'. Here 'regards' is a verb in the third person singular.
