Default capital letters

Hello!

Bearing in mind the rules of capital letters if I write in a document that

"I am responsible for the communications budget and team in our department", should I write as the Communications Budget and Team?

Or if "I am developing the communication strategy of the programme"?

Probably the com. strat. official titel is more detailed but I am speaking about one concrate strategy without mentioning the whole offical title.

I dont know wher is the limit between specific title and a title in general.

Thank you for your help!

You do not need the capital letters, unless this is the formal title of the group concerned or the position you hold. If it is merely descriptive, you leave it uncapitalized.

Ah, but English does not have heavy rules - most of the time. It is a flexible language. What one has to learn is how to bend the rules.
