"the Arctic Ocean" or "an Arctic sea". There is only one Arctic Ocean, but you can have plural seas. Unless, of course, this is a description of an icy cold sea, when you could say "an arctic ocean", using the word arctic as an adjective.

You sail "on" not "in" an ocean. They are on the surface of the water, unless it is a submarine. If it was a submarine then I would not use sailing as it is confusing.

The correct sentence is

Those people are probably sailing on the Arctic Ocean.
