People must use their air-conditioners, dryers and other devices; they must replace old, inefficient appliances with new, more efficient ones.


For a start, how would you define "neutral" in the above context in a few words?
Second, do devices, appliances, tools, and machines all mean about the same?

#1 It is a technical term - you balance the amount of CO2 you produce against what you use, so that there is no excess in either direction. It is a neutral state.

#2 Yes - though why these people "must" use them is not easy to understand.
