Default streamlined

I read this from an article:

the Start menu of Windows Vista is streamlined.

does "streamline" in here only mean that the Start menu of Vista has a circular shape? does it indicate any other meaning? since dictionary shows "streamline" also has the meaning of "to simplify" and "to modernize".
