"If you'll be using a wheelbarrow frequently, then make risers low"
Could you explain why 'will' can be used in this sentence, or give a link to
a good grammar section that contains extensive analysis of the 'will after if' problem?

In this case it has a meaning similar to 'if you plant/expect to'.
