Yes, You may think of a row as an enclosed space.

Think of a row this way
1xxxxxxx9 to sit
in the front row is to be between positions 1 and 9 (enclosed by the ends of the row). If you say "I am sitting
at the end of the row" then I know that you are at either position 1 or 9. Positions 1 and 9 are points not enclosed by the row and therefore you use
at to describe them. You could also say something like this: "Paul is
at the front of the room
in the front row"
