I'd like to ask about the meaning of 'heavy' in the following context.

She looked back at the kids, who still hadn't moved, as Mike pulled the truck into a line that had already formed at the parking lot. "Your Honor, those kids're still out there. Shouldn't they go inside?"
"Yeah, they should." Liebniz's words were heavy. "But they're kids. They think they're indestructible. S'why the ti-wards're full of 'em."

Does "heavy" mean harsh/severe/strict?

"Heavy" in this context expresses a sense of regret or acceptance about a situation Liebniz knows is wrong but is unlikely to be able to change.

The kids should be inside but Liebniz has given up telling them.

I don’t think "heavy" here means harsh/severe/strict. It’s more like words were deep; intense; profound; depressed with trouble or sorrow; showing sorrow; sober; serious; somber or emotionally weighed down.
