the paragraph below is talking about when writing an email:

Large attachments can cause problems:
Avoid files over 50 kilobytes
Attachment size may be limited

i think "attachment size may be limited" could have two meanings:
a) you can set a limit for attachment size so that files over this limit will be rejected.
b) there might be a limit for attachment size that if your files is over this limit there may be problems

can anyone tell me please which one is correct in this context?

I agree - it is not clear. However, I suspect it is #b - there is a limit set within the system and attachments over that size will cause a problem.
