Is this sentence correct?

Your sentence is structured properly. But I have a problem the use of the word "joined". Are you referring to "handwriting" as opposed to "printing"?
Handwriting, by definition, is joined lettering. Printing has separate letters.
So "joined" is not needed to describe "handwriting".
But eliminating the word "joined" does present a problem with what you mean by the sentence

The reader wonders..."Does he not recognize the words when they are written or is it the actual making the words that is the problem?"....or is it both?
Maybe Glover meant "running handwritting" ?
Joined handwriting = cursive as opposed to handwritten printed letters that are discrete and not joined to each other.
