Default punctuation (commas)

Are there any rules which say where to put commas in a sentence?

For example, is it necessary to put the comma into the following sentence?:
Some members of households, of course, are also workers, (?) and in some cases are also the owners of other factors of production, such as land.

Default Re: punctuation (commas)

There can be a danger of over punctuating. It seems fine without the comma. I don't like the double "some" and "also".
