'verb+able' & 'verb+ed'

I have confused the form using of "verb+able" (adjective) and "verb+ed" (adjective/passive ellipsis).

For examples:
1. the payment is not accepted made by credit card
2. the payment is not acceptable made by credit card

which one is correct?

1. Payment will not be accepted if made by credit card.
2. Payment is not acceptable if made by credit card.

Both of these are correct. Can you understand why?

2. why there 'is not accepted' is changed 'will be not accepted'?

The statement is conditional. It identifies what payments will not be accepted. The if is necessary so that the reader can understand the condition under which payment will not be accepted. It's not really a matter of which is correct, Marie, because there are many ways that it can be expressed depending on the language situation.
