It would mean that party was over and they must move on to their next task, if that was really said. However, this is not something a private would say. It would be something a sergeant would say to bring the men back to order.

The private would have probably said "We rule!!!"

Well I am not an expert in American slang but this is unusual for a junior member of the military to say if it's meaning was to call an end to the celebration and move on to their next objective (which I believe the meaning to be).
