Default Not clear HAVES and HAVE NOTS

Could anyone explain what "have" and "have not" mean here?

"You have the people who are the haves, and you have the people who are have nots. And this brings them together," she said.

One meaning is; the haves are the rich or well off and the have nots are poor people.
