    Is it correct if i say he is granted another leave ending on January 2008?

    Without context it is hard to say what might be correct.

    Has this person already been granted leave and is now being granted an extra period of leave?

    yes this person has already been granted leave and is now being granted an extra period of leave. I am still waiting for a confirmation whether the sentence is correct or not.

    This is not a good sentence since you haven't used the proper preposition of time in this case.

    You use "on" with a specific date.
    You use "in" with a range of dates

    So your sentence as written should be.
    He is granted another leave ending in January 2008.

    This can be ambiguous though since you haven't specified an exact date for the end of his leave. He could end his leave any time between January 1 to January 31.

    A clearer sentence would be.

    He is granted another leave ending on January 15, 2008.

    Now the sentence is perfectly clear.

    Use "granted further leave..." or " a further period of leave..."- that's the lingo, the "speak".
    Then there's the issue of the preposition. Around the office among staff, someone would say, he's on leave till next Monday.
    Pay office's memo would read along the lines:
    "Leave has been granted from 2/2/07 to 7/2/07"
    or "Your leave has been extended to 7/2/07" ( the use of "to" deriving from "up to")
