They convey the same information and both are good. The addition of "left" makes the connection between "homeless" and "flood" as its cause somehow clearer. However, it is understood that the flood caused the homelessness from context even without "left".

Horsa's answer is right on; however, in the first example, since it's explicit that the flood caused the problem, I'd prefer:
Two hundred people were left homeless by the flood.
