I took an example out of Oxford dictionary:

I wonder if it could be like:
The figures are not very good when being measured againts those of our competitors
Does it adhere to the rule?

The figures are not very good when measured against those of our competitors.

It is a one off situation - we are currently comparing our figures with those of our competitors.

So if we add "being" here it has a totally different meaning?

'Being' does change the meaning; it means that the figures are only not good at the time of the measurement. You may be doing the measuring now, but the comparison with outlive the measurement.
