Default Writing three or more digit numbers

I know it is incorrect to write (or say)for example, one hundred AND three, or six hundred AND forty four. My problem is I cannot find a written rule that governs this. Can anyone help me?

There is no such rule. In colloquial speech "and" may/might/could be omitted, particularly in AmE.

Okay, I need to create a rule for the good of the order. I cannot allow the improper use of this to go unchallenged. Any chance you can help?

Perhaps you can explain what you mean by "for the good of the order".
