Here is a Canadian website to demonstrate the usage
Quotation Marks
Periods and commas always go within the quotation marks.
Colons and semi-colons always go outside the quotation marks.
Other punctuation such as (question marks, exclamation points and dashes) go where logic dictates.
Then the rules make no sense and deserve to be ignored. :)

I have said many times that this rule about commas and periods inside the quotes doesn't make sense, but the thing is, when you write for a living, you follow the style. If I ever move to England, I'll rejoice in my comma and period flexibility
