Question to a minimum vs to the minimum

Hello. I was wondering what the proper usage of the above phrases is. Do you always need a noun after the phrase "to the minimum" as in "to the minimum standard?" Someone told me that when he hears the phrase "to a minimum" he thinks that there is more than one minimum,which I think is understandable. Is "to a minimum a set phrase?"

Yes, it is. We can use 'to a minimum' when the standard is fixed or especially necessary. 'To the minimum' should have some point of reference, but if it is already understood, then it can stand alone.
